- Rinse the rice under cold water until clear, then cook with water in a rice cooker for about 20 minutes.
- Combine beef stock, cornstarch, onion powder, and shoyu in a saucepan over medium heat. Cook until thickened, stirring constantly.
- Mix ground beef, egg, onions, breadcrumbs, ketchup, mayonnaise, salt, and pepper. Form into four patties and cook in a skillet until browned.
- Heat oil in a non-stick frying pan. Cook eggs until whites are set, flipping for over-easy. Remove from heat.
- Assemble by placing rice on plates, topping with patties, pouring on gravy, and adding a fried egg on top.
